A Single, Configurable Grants Platform Powering Global Delivery Across Dozens of Field Offices

A U.S.-based global economic development organization operating in dozens of countries

This global development organization posed a hard question. Could it build one grants management system that works everywhere, without building a hundred versions of it? Grants and subaward work spanned a wide range of contract types, business rules, and financial tracking needs across a global field footprint. Connectivity varied sharply from office to office, so a cloud-only system was not an option. Requirements had to be gathered from practitioners in the field and at home, then turned into a single, maintainable application.

BluJuniper designed and built a custom Subawards Management System on a single, Agile-developed codebase. It is configurable for hundreds of variations in project workflows, so local flexibility never means a separate build. We engineered it to handle low-bandwidth, intermittent internet gracefully, matching the reality where these field offices operate. We also integrated it with enterprise document management to automate metadata generation and document classification. Ongoing development and operations support keeps the platform evolving with the organization.

Outcomes at a Glance

One Codebase, Hundreds of Configurations

Built for Low-Bandwidth Field Realities

Business Problem

  • Extreme Configuration Range: Grants and subaward management spanned a vast array of contract mechanisms, business rules, and financial tracking requirements across a global footprint.
  • Connectivity Constraints: Field offices operated under widely varying internet connectivity, making a cloud-only system impractical.
  • Distributed Requirements: Requirements had to be gathered from practitioners across field and home offices, then translated into a maintainable, unified application.

Solution Approach

  • Single Configurable Codebase: Designed and built a custom Subawards Management System configurable for hundreds of workflow variations on one Agile-developed codebase.
  • Resilient by Design: Engineered the system to adapt gracefully to inconsistent internet throughput for reliability in developing-world contexts.
  • Document Management Integration: Automated metadata generation and document classification so records stay organized without manual effort.
  • Sustained Engineering Support: Provided ongoing development and operations support to evolve the platform over time.

Value Delivered

That single, globally configurable platform is now in active use across dozens of field offices worldwide. Grants teams work in a system built for low-bandwidth, distributed operations, not a one-size-fits-all commercial tool.

The engagement also became a lasting development partnership, one that extends the platform year after year. As the mission grows, the organization can add new workflows and mechanisms without rebuilding from scratch.

Project Delivery / SDLC

This reflects the Project Delivery and SDLC discipline. BluJuniper delivered a configurable grants system on a single Agile-developed codebase with engineering rigor built in, and continues to evolve it through an ongoing delivery partnership.

Turn governance, automation, and AI into measurable outcomes, not slideware.

Large IT programs run 45% over budget and deliver 56% less value than promised. We close that gap with disciplined execution, AI-enabled governance, and ROI you can defend.
